Mick Silver

Formerly Principal Statistical Methodologist, Statistics Department, International Monetary Fund (retired June 2016), Professor of Economic Statistics, Cardiff University and ASA/NSF/BEA Senior Research Fellow at the US Bureau of Labor Statistics.  

Long-standing practical and research interest in price index number measurement. Contributed chapters to Manuals and Handbooks on international standards in economic statistics including the Consumer Price Index Manual, ILO, 2004 and (current) IMF, 2019 Update; Producer Price Index Manual, IMF, 2004; editor of, and contributor to, IMF Export and Import Price Index Manual, IMF, 2009; ICP 2005 documentation and World Bank, 2011 Handbook; and United Nations’ SNA 1993 and 2008 SNA.

About 100 peer-reviewed academic publications, mainly on index number principles and practice, that include the Journal of Political Economy, Journal of Econometrics, Journal of Business and Economic Statistics, Economic Journal, IMF Staff Papers, Journal of the Royal Statistical Society and chapters in NBER books. Served as chair and member of international working and technical expert groups, including the (UN) Intersecretariat Working Group on Price Statistics, and national advisory committees on official price statistics, including Statistics Canada’s Price Measurement Advisory Committee. Much training and technical assistance work in many countries.
