Judy Baker

Judy Baker is a Global Lead, Urban Poverty and Housing, and a Lead Economist in the Global Practice for Urban, Resilience and Land at the World Bank in the Africa Region.  She has held various positions across the World Bank for 30 years working on lending projects and analytics in Africa, East Asia, Latin America and South Asia.  This work has covered topics related to sustainable urban development, urban poverty, slum upgrading, service delivery, affordable housing, and climate change.  She has published six books, as well as produced numerous country and regional reports for the World Bank. She holds degrees from the University of Michigan and Boston University.
