Malagón was selected as Young Global Leader by the World Economic Forum (2019), one of the 100 most successful CEOs in Colombia by Gerente Magazine (2020), listed in the 100 world’s most influential young people in public sector by APOLITICAL (2018), one of the 25 world winners of the Eisenhower Fellowship Global (Douglas Dillon Fellow of the year, 2017), and as the best student of economics in Colombia according to the Portafolio Awards (2006), among other recognitions.

Malagon is Senior Consultant on Housing and Urban Development and Visiting Fellow at JFK School of Government at Harvard University. At the age of 33, he was appointed Minister of Housing, Cities and Sanitation of Colombia. Under his leadership, Colombia reached the highest level of sales, employment and housing subsidies in its history and the access to drinking water for the first time for more than 2,5 million Colombians. These achievements came with the distinctions "World Leader Business Person, 2021", "World Champion of Affordable Housing, 2021” and “Scroll of Honour, 2020”, the highest recognition of UN for the design of housing policy in the World.

Previously he has been Vice President of ASOBANCARIA, Director of Macroeconomic and Sectoral Analysis of FEDESARROLLO, General Manager of COMPARTEL, Head of Economic Studies of TELEFÓNICA COLOMBIA and researcher of ANIF. He has served as President of the Council of Ministers and Highest Authorities in Housing and Urban Development of Latin America and the Caribbean (MINURVI), member of the boards of directors of TIGO, the National Guarantee Fund, the Latin American Union for Housing (UNIAPRAVI), the Latin American Federation of Banks (FELABAN), the Bankers and Entrepreneurs Club, the League Against Cancer, and the Colombian Geological 
Authority. 

He is an economist graduated with honors from Universidad Nacional de Colombia and a business administrator from the University of London. He obtained a Master of Public Administration from Columbia University, a master in Corporate Finance from the University of Barcelona, and a PhD in Economics from Tilburg University.

During the last 15 years, he has taught more than 60 undergraduate, master and doctorate's courses at the National University of Colombia, Javeriana, Externado, Andes, CESA and Sergio Arboleda . He has published 7 books, dozens of academic essays and a hundred opinion columns in La República and Portafolio.
