Johnstone is the Chief Executive Officer & Managing Director at the Kenya Mortgage Refinance Company (KMRC), responsible for the establishment and operationalization of the Company. KMRC was established with the principal objective of addressing the long-term funding constraints hindering the growth of the primary mortgage market and reducing the funding cost of residential mortgages and availability of housing finance to Kenyans. KMRC is a public private partnership institution with 25% Government ownership and 75% owned by the private sector. The Company is one of the key enablers of the Affordable Housing Pillar of the Government of Kenya’s BIG 4 AGENDA.
From 2017 to 2019, Mr. Oltetia held the position of Senior Financial Sector Adviser at the National Treasury of Kenya, responsible for policy matters relating to banking, micro finance, capital markets, pensions, and insurance among others.
Prior to this, Mr. Oltetia was the Manager of Market Supervision at the Capital Markets Authority (CMA)-Kenya, responsible for oversight of Listed companies, Securities Exchanges(s), Central Securities Depositories (CSDs), Asset Management companies, Investment Banks, Stockbrokers, and Investment Advisers among others.
A Certified Investment and Financial Analyst and holder of MBA and B. Com degrees. Member of Institute of Certified Investment and Financial Analysts (ICIFA) and Institute of Directors of Kenya (IOD). Mr. Oltetia is an alumnus of the Harvard Kennedy School holding a certificate in innovating Public Policy and Service.
