Richard Green, director of the University of Southern California Lusk Center for Real Estate, said he understands the frustration that's led city leaders to consider using eminent domain, but thinks the reality would be a lot harder to manage than they realize. "I think threatening to do it is a good idea and may motivate lenders to help solve problems," he said. "Actually doing it is not a good idea."
