A Complex Picture Lies in I.E.

...Gary Painter, director of research at the USC's Lusk Center for Real Estate, said it's not so clear cut.
"We can't make blanket statements that it can't be done without public subsidy," he said. "I think there are certainly cases where public subsidy might be warranted, but it really can be reviewed on a case-by-case basis."
But Painter also said it's clear that there are some areas - the area around San Bernardino's Norton Air Force Base site - that might genuinely need redevelopment, and it's also clear that redevelopment isn't the only way to open up undeveloped land.
"I think we have ample evidence to suggest that those who are looking at undeveloped land and saying we need redevelopment funds to go there, that they're wrong," he said. "It's clear redevelopment agencies are not the only mechanism to pay for infrastructure."
